E-way bill and e-invoice difference, and which one your shop needs

Shops and retail. By Aman Dobriyal. Updated .

The e-way bill and e-invoice difference confuses shop owners because the two are often made on the same screen. They are separate rules with separate limits. One is about who you sell to and how big your business is. The other is about goods moving on a road.

Everything below is what the official pages said when I checked them on 11 October 2026. Limits change. Confirm with your accountant before you act on any number here.

E-way bill and e-invoice difference, in plain words

  • E-invoice: you still make the bill in your own billing software. Its details are reported to a government Invoice Registration Portal, which sends back an Invoice Reference Number (IRN) and a QR code. The bill you hand over carries both. The government does not make the bill for you.
  • E-way bill: a document for goods in transit. It says what is moving, from where to where, and in which vehicle.

One is about the sale. The other is about the journey. A single sale can need both, one, or neither.

Does my shop need e-invoicing?

  • It applies to a business whose aggregate turnover went above Rs 5 crore in any financial year since 2017-18. That limit came in on 1 August 2023 under Notification 10/2023-Central Tax.
  • Turnover is counted on your PAN, not on one shop.
  • It covers GST invoices, credit notes and debit notes for sales to other registered businesses, supplies to SEZs and exports. Bills to ordinary walk-in customers are not in that list.
  • GSTN's own guidance says a business-to-business invoice from a covered business is valid only with a valid IRN.
  • Reporting invoices on the registration portals is free. You can check whether your GSTIN is enabled at einvoice.gst.gov.in. Being enabled there does not by itself mean the rule applies to you.

So a shop under the limit doesn't need it. A shop over the limit needs it for bills to registered businesses, such as a wholesale order, and not for counter sales to consumers.

Does my shop need an e-way bill?

  • The rule (Rule 138 of the CGST Rules) asks for an e-way bill when goods worth more than Rs 50,000 are moved.
  • The seller, the buyer or the transporter can generate it.
  • The e-way bill portal's FAQ says it is needed even when a customer carries goods of that value away himself, and that the shop can generate it for him.
  • For movement inside one state, each state notifies its own rules. I have not listed state limits because I could not confirm them on an official page. Ask your accountant for yours.
  • An e-way bill can't be edited once generated. If the details are wrong, it is cancelled and made again.

Doing both by hand

For an e-way bill, log in at ewaybillgst.gov.in and fill two parts. Part A is the invoice details, including the value and HSN code of the goods. Part B is the transport: the vehicle number.

For an e-invoice, GSTN says most of the registration portals offer an online entry screen and an offline tool. A shop with a few business bills a week can enter them there.

By hand works when it is a few a week. The cost is typing every bill twice, once in your billing software and once on the portal. A wrong digit on an e-way bill means cancelling it and starting again while the tempo waits outside.

What software changes

In the billing system I build for retail shops, the e-invoice and the e-way bill are raised from the bill itself, so nothing is typed twice. I set both up as part of setup at no extra cost. You need your GST portal API login from your accountant. I connect it and test the first bill with you.

What it doesn't do: decide whether the rule applies to you. That is your accountant's call. It also needs an internet connection, as the portals do.

Short answers

What is the e-invoice limit?

As checked on 11 October 2026, e-invoicing applies to a business whose aggregate turnover went above Rs 5 crore in any financial year since 2017-18, under Notification 10/2023-Central Tax, in force from 1 August 2023. Confirm the current limit with your accountant.

Is an e-invoice needed for sales to ordinary customers?

GSTN's guidance lists invoices, credit notes and debit notes for business-to-business supplies, supplies to SEZs and exports. Bills to unregistered walk-in customers are not in that list.

Are an e-way bill and an e-invoice the same thing?

No. An e-invoice registers a sale with the GST system and returns an IRN and a QR code. An e-way bill covers goods being transported, in general when the consignment is worth more than Rs 50,000. One sale can need both, one or neither.

E-invoice and e-way bill from the bill itself are part of my retail billing product, set up at no extra cost. If you are near the limit or already over it, see how it works, or leave your number and I'll call you back. Retail POS, stock and GST billing. Leave your number for a call back.
